The bad guys are shapeshifters who can steal memories, do something interesting with that! They’re really just going to use their abilities to frame people? Why not slowly infiltrate the upper echelons of society? How about the more people’s minds they take over, the more they start to regret attacking humanity and turn on their own kind because they start to empathize with peoples deep inner thoughts and experiences? There’s so much they can do with this premise and they chose the path of least resistance. Hell, Deep Space Nine had the entire Domion War against shapeshifters where they tricked a species to think they were Gods because of their ability to take on any form and then made them addicted to a drug so they couldn’t betray them, THAT’S creative.

If you were looking for another miracle like Andor, don’t bother with this. Disney plays it way too safe to make anything interesting.
